Executive Director Job Opening

Kitsap Legal Services is a 501(c)(3) non-profit organization located in Bremerton, Washington. Our mission is to improve access to legal services in civil law matters to low-income residents of Kitsap County at little or no cost through work by attorneys and community volunteers. Programs include pro bono representation, evening legal clinics and an attorney referral service.

The Executive Director is hired, supervised and evaluated by the Board of Directors and is responsible for overseeing all Kitsap Legal Services operations. Duties include client triage, volunteer recruitment, staff supervision, budgeting, grant writing, resource development and strategic planning.

The estimated start time for this position will be early December 2007. The position will remain open until filled.

The Executive Director is the chief executive officer of Kitsap Legal Services. The Executive Director reports to the Board of Directors and is responsible for furthering the organization's mission and objectives. Because Kitsap Legal Services is a small organization, the Executive Director is expected to be involved in all aspects of program operations.

The Executive Director will:

  1. Program development and administration:
    • Develop, in collaboration with the Board, a long-range strategy that achieves its mission, and toward which it makes consistent and timely progress.
    • Provide leadership in developing program, organizational, and financial plans with the Board of Directors and staff, and carry out plans and policies authorized by the Board.
    • Promote active and broad participation by volunteers in all areas of the organization's work.
    • Maintain official records and documents, and ensure compliance with federal, state, and local regulations.
    • Manage the timely and accurate completion of program statistics for review.
    • Work with the Alliance for Equal Justice on statewide issues.
  2. Client Relations:
    • Plan and staff evening, and on occasion weekend, clinics and projects.
    • Work with difficult, demanding, and sometimes mentally ill clients.
    • Oversee incoming telephone calls on the general line and the Attorney Referral Service.
    • Manage clients who show up at the office unannounced.
  3. Communication:
    • Keep the Board fully informed on the operations of the organization.
    • Publicize the activities of the organization, its programs, and its goals. Provide monthly updates to the Kitsap Bar News of program activities.
    • Represent the programs and point of view of the organization to government agencies, organizations, and the general public.
  4. Staff Relations:
    • Recruit, employ, and when necessary release, personnel, both paid and volunteer.
    • Develop job descriptions, evaluate staff, and ensure sound human resource practices.
    • Encourage staff and volunteer development and education, and assist program staff in relating their specialized work to the total program of the organization.
  5. Budget and Finance:
    • Work with the staff, the Finance Committee, and the Board in preparing a budget; see that the organization operates within budget guidelines.
    • Monitor finances and alert the Board regarding any financial concerns.
    • Assure funding reports are submitted on time.
    • Jointly, with the president and secretary of the Board of Directors, conduct official correspondence of the organization, and jointly, with designated officers, execute legal documents.
    • Participate in grant writing and other fundraising activities, including the KLS silent auction.

Qualifications:

  • Significant experience in administration - directing a business firm or non-profit agency and involving supervision of a diverse staff and management of significant funds.
  • Experience working with volunteers and a commitment to volunteer leadership and coordination.
  • Demonstrated success in fundraising and public relations.
  • Commitment to public service and understanding of the civil legal needs of low-income people, including the unique needs of vulnerable populations.
  • Ability to communicate effectively and work collaboratively with diverse groups of people with varying perspectives, experience and expertise.
  • Initiative, creativity and problem solving abilities; not averse to risk, and able to embrace change and uncertainty.
  • Basic knowledge of MS Office computer software and systems.
  • Must have driver's license and reliable transportation.
  • Degree in public administration, business administration or a legal field preferred.

Salary and benefits: $40,000 to 50,000 depending on qualifications. Health care, sick leave and vacation benefits provided.
